The application would need to include:

    (A) evaluation of the wind resource, ocean hydrological situations, wind farm nautical chart, geological exploration and construction conditions;

    (B) project development outline, scale, solutions and electricity network solutions;

    (C) preliminary review of the use of sea, marine environmental impact evaluation;

    (D) a preliminary analysis and evaluation of economic and social benefits.
